Meet our Enrollers
LaToya Brannen is a Certified Navigator, Medicaid/PeachCare for Kids Enrollment Specialist, Campaign Technical Expert and Enrollment Assister Team Leader. She earned her undergraduate degree and Master’s of Adult Education from Armstrong Atlantic State University. She is employed by the Georgia Department of Health but has been assigned to work full time supporting the Campaign enrolling children and providing health-related information and resources that serve adults and children. LaToya also serves on the Board of Directors of Step of Savannah, the City of Savannah’s poverty reduction initiative.

Meet the Staff
Vira Salzburn serves as Program Coordinator for Chatham County Safety Net Planning Council and the Coastal Campaign for Healthy Kids. With a Master’s of Science in Management and years of experience in Business Administration and Business Development, she conducts all the necessary activities to support effective operations and help meet the goals of the Safety Net and Coastal Campaign team. As a Ukrainian native and a “world traveler” Vira recognizes the importance of overcoming cultural barriers and connecting with others for making a positive difference on personal, organizational, and community levels.

Lisa Hayes is the Executive Director of Chatham County Safety Net Planning Council. She has over 15 years of experience in program and financial management in the non-profit, academic, and private sectors along with extensive experience building effective partnerships. Prior to her most recent work as an independent consultant, she served as a Senior Program Director with the Task Force for Global Health. During that time, she co-authored the book, “Real Collaboration: What it Takes for Global Health to Succeed.” Hayes is a graduate of University of Pennsylvania and received her Master of Business Administration degree from the Goizueta Business School at Emory University. She is a Fellow of the 11th class of the Liberty Fellowship Program and a member of the Aspen Global Leadership Network.

Eva Elmer is the Campaign Manager and manages the day to day activities and outreach for the Coastal Campaign for Healthy Kids. She is a graduate of Randolph College and earned her Master’s in Public Administration from the College of Charleston. She is a Project Management Professional and has worked for the past two years in Chatham County with the Campaign coordinating with enrollment and outreach partners to reach families in need. She is very excited to expand Medicaid and PeachCare for Kids enrollment and renewal assistance to more families in Bryan, Effingham, Liberty, Long and McIntosh Counties. Eva is on the board of the Savannah-Chatham County Council on Disability Issues and works to help families who have children with disabilities and/or chronic medical conditions connect with all resources available to them.
